Tax Increment Financing – TIF

The Neligh Development Agency utilizes Tax Increment Financing (TIF) as a strategic tool to support redevelopment, housing development, business expansion, and infrastructure investment. TIF allows the community to reinvest new property tax revenue generated by a project back into that project—helping close financial gaps and make development feasible.

As part of Neligh’s coordinated economic development approach, TIF works alongside programs such as LB840, housing initiatives, and infrastructure investment to support long-term growth, workforce attraction, and private sector investment.

How Tax Increment Financing Works

This reinvestment period may last up to 15 years. After that time, the full property value is returned to the tax rolls, benefiting local schools, the city, and other taxing entities.

  • Public infrastructure improvements (streets, utilities, drainage)
  • Demolition and environmental remediation
  • Parking and public access improvements

Projects must meet eligibility requirements, including location within a designated redevelopment area and demonstration that the project would not be feasible “but for” the use of TIF.
